CRITERIA FOR THE LIMITATION OF TRAVELING PEOPLE IN THE ACCELERATION HANDLING OF CORONA VIRUS DISEASE 2020 (COVID-19)


  • A. Background
  • Noting the direction of the President of the Republic of Indonesia on the prohibition of going home, Large-Scale Social Restrictions (PSBB), and to complete the regulation on the PSBB and the regulation of transportation control during the month of Ramadan and Eid Al-Fitr of 1441 Hijri in order to prevent the spread of Corona Virus Disease 2019 (COVID-19) , it is necessary to stipulate the Travel Restrictions Criteria for People in Order to Accelerate Handling of Corona Virus Disease 2019 (COV1D-19).

  • B. Purpose and Objectives
  • This Informations aims to:
  • 1.Breaking the chain of transmission of COVID-19 by enforcing strict health protocols;
  • 2.Increase the successful implementation of Large Scale Social Restrictions
  • 3.Increasing the effectiveness of the implementation of transportation activities in the context of meeting national needs during COVID-19 non-natural disaster emergency

  • C. Scope
  • Criteria for limiting the travel of people in or out of national borders and / or administrative areas by private vehicles or public transportation (land, railroad, crossing, sea and air) throughout Indonesia;

  • 1.Exclusion Criteria
  • a.Travel people who work in government or private institutions that organize:

  • 1.Accelerating services in handling COV1D-19;
  • 2.Defense, security and public order services;
  • 3.Health services;
  • 4.Services of basic needs;
  • 5.Supporting services for basic services;
  • 6.Service is an important economic function.

  • b.Travel for patients who need emergency health services or travel for people whose core family members (parents, spouse, children, siblings) are seriously ill or dead;

  • c.Repatriation of Indonesian Migrant Workers (PMI), Indonesian Citizens, and students / students who are abroad, and the repatriation of people for special reasons by the Government to the area of origin, in accordance with applicable regulations.

  • 2.Exclusion Requirements
  • a.Travel requirements of people who work for government or private institutions:

  • 1.Showing a letter of assignment for the State Civil Apparatus, the Indonesian National Armed Forces, the Indonesian National Police, signed by a minimum of Echelon 2 Officials;
  • 2.Showing a letter of assignment for employees of State-Owned Enterprises / Regionally Owned Enterprises / Technical Implementing Units / Work Units / non-governmental organizations / Business Institutions signed by the Directors / Heads of Offices;
  • 3.Showing COVID-19 negative results based on Polymerase Chain Reaction (PCR) Test / Rapid Test or health certificate from the health department / hospital / puskesmas / health clinic;
  • 4.For those who do not represent government or private institutions must make a statement signed on a stamp and known by the local village chief / village head;
  • 5.Showing identity (KTP or other valid identification);
  • 6.Report travel plans (departure schedules, schedules while in the assignment area, and return times).
  • b.Travel requirements for patients who need emergency medical services or travel for people whose core family members are seriously ill or have died:

  • 1.Showing identity (KTP or other valid identification);
  • 2.Present a referral letter from the hospital for patients who will be treated elsewhere;
  • 3.Showing death certificate from the place of the deceased (for the benefit of visiting the family of the deceased);
  • 4.Showing COVID-19 negative results based on PCR Test / Rapid Test or health certificate from the health department / hospital / puskesmas / health clinic.
  • c.Requirements for Repatriation of Indonesian Migrant Workers, Indonesian Citizens and Students / Students Abroad, and the return of people for special reasons by the Government to the regions:

  • 1.Showing identity (KTP or identification);
  • 2.Show a certificate from the Indonesian Migrant Workers Protection Agency (BPPMI) or a certificate from an Indonesian representative abroad (for passengers from abroad);
  • 3.Show a certificate from the University or School (for Students and Students);
  • 4.Showing negative COVID-19 results based on PCR Test / Rapid Test or health certificate from the health service / hospital / puskesmas / health clinic;
  • 5.The repatriation process must be carried out in an organized manner by government agencies, local governments, the private sector and universities.

  • D. Control, Supervision and Law Enforcement

  • 1.Control, supervision and law enforcement are carried out by a Joint Team from the elements of the government and regional government, TNI, Polri, and elements of the authority of the public transportation facility provider
  • 2.Establishment of checkpoints at every access in and out of national borders, administrative boundaries, toll roads, national roads, terminals, stations, seaports and airports equipped with health service facilities.
  • 3.Every person traveling activities regulated in this Circular must be carried out in accordance with strict health protocols and applicable transportation protocols.
  • 4.Every violation will be dealt with and be subject to sanctions in accordance with applicable laws and regulations.

  • 9.Minister of Health Regulation No. 9 of 2020 concerning Large-Scale Social Limitation Guidelines in the Context of Accelerating Handling of Corona Virus Disease 2019 (COVID-19);
  • 10.Regulation of the Minister of Transportation Number PM 18 of 2020 concerning Transportation Control in the Context of Preventing the Spread of Corona Virus Disease 2019 (COVID-19);
  • 11.Regulation of the Minister of Transportation Number PM 25 of 2020 concerning Transportation Control during the Eid Al-Fitr Mudik Period of 1441 Hijri in the context of Preventing the Spread of Corona Virus Disease 2019 (COVID-19).

  • F. Closing

  • This Circular Letter is valid from May 6, 2020 until May 31, 2020 and can be extended as needed.
